The Local Government Infrastructure Plan (LGIP) contains information about the trunk infrastructure planned for the Isaac Region, and forms part of the Isaac Regional Planning Scheme (Planning Scheme). Trunk infrastructure is high-level, shared infrastructure that services multiple users.
The LGIP uses assumptions about the scale of development, infrastructure demands and assumed growth to identify the required trunk infrastructure over a 10-15 year period, to support the Planning Scheme.
The LGIP identifies the following key infrastructure:
- water supply;
- wastewater;
- transport;
- public parks and land for community facilities.
A Local Government Infrastructure Plan does not:
- include infrastructure that is planning for and provided by the State Government;
- include infrastructure that only services a single proposed development, for instance a local street within a subdivision that is paid for and constructed by a developer;
- identify or map non-trunk infrastructure

Charges are levied on development in accordance with the adopted Isaac Regional Council Charges Resolution.

The adopted charges resolution identifies the methodology for calculating the levied charge and identifies the different adopted charges for the various types of development.
An Infrastructure Charges Notice will be issued as part of a development approval to identify the amount of the levied charge and when it becomes payable. The adopted charges resolution also includes other necessary information, including the method for working out the cost of the infrastructure that is subject to an offset or refund and criteria for deciding a conversion application.
The due date of infrastructure charges is outlined in each Infrastructure Charges Notice, and depends on the type of development.
The Queensland planning legislation outlines the due dates as follows, unless otherwise stated in the charges notice:

Infrastructure charges and development approvals attach to the land and are binding on the land and its owner’s successors in title. Hence, even if someone did not own the property at the time the charges were levied, new owners are responsible to pay any outstanding infrastructure charges.
If you or your solicitor conduct either a limited, standard of full planning certificate (search) when you are purchasing a property, this will show if there are any outstanding infrastructure charges associated with the land and any associated development approvals.
Council is currently reviewing its Infrastructure Charges Register which will be available soon.
Under the Planning Act 2016, Council is obligated to keep a register of all the Infrastructure Charges levied by Council. An Infrastructure Charges Notice is provided to a development applicant with the development approval package. The Infrastructure Charges Notice lets the applicant know if an infrastructure charge is applicable for the development. The table below contains all Infrastructure Charges Notices that have been issued since the 1 January 2020.
