Paul Simonds

Head of People and Capability

Paul Simonds joined Isaac Regional Council in May 2023 as Head of People and Capability. He is responsible for the Isaac Regions People Strategy and to effectively build the people and culture capability of the Council. Paul will lead and manage effective strategic and operational human resources functions to support the council and executive leadership team through all elements of the employee lifecycle.

Paul has deep experience across all aspects of HR/ER/IR, but with particular expertise in employee engagement, transformational change, employee relations and talent management. Prior to joining Isaac Regional Council he was the ER Manager (Lead Negotiator) for BHP’s BMA Central Coal enterprise agreement. He has also held the roles of ER Manager Downer Mining, Group HR Officer at Landbridge Group (Darwin Port and Westside Corporation) and HR Manager for Bombardier for the Queensland New Generation Rollingstock. Paul has experience working in Brisbane City Council and the Queensland Government as well.

Paul has a Bachelor of Business (Management and Human Resources) from Queensland University of Technology and is also a Justice of the Peace (Qualified).
