Revocation of Moranbah Priority Development Area

Isaac Regional Council wishes to advise that on 13 February 2025, the Governor in Council approved amendments to the Economic Development Regulation 2023 to give effect to the revocation of the Moranbah Priority Development Area (PDA) in accordance with section 42 of the Economic Development Act 2023.

From 14 February 2025, all new development applications over land previously within the Moranbah PDA will be assessed in accordance with the development assessment framework under the Planning Act 2016.

This may require assessment against the Isaac Regional Planning Scheme 2021.

The Economic Development Act 2012 provides transitional provisions for:

  • Development applications lodged before 14 February 2025 that have not yet been decided.
  • Existing PDA development approvals.

The relevant local government planning instrument that will apply to land previously within the Moranbah PDA is the Isaac Regional Planning Scheme 2021, version 1.1.

The Isaac Regional Planning Scheme 2021 can be viewed online at www.isaac.qld.gov.au or is available for inspection and purchase at the Council’s Grosvenor Complex, 1 Batchelor Parade, Moranbah.

Further details on the cessation of the PDA and relevant regulatory transitional provisions can be found in Subdivision 2 of the Economic Development Act 2012.
